The High Plains float on borrowed water

The cotton and cattle of the Texas High Plains run on the Ogallala Aquifer — ancient groundwater that recharges almost imperceptibly. Towns and farms pump it far faster than rain refills it. It's a savings account nearly everyone is withdrawing from and almost no one is paying back into.
