Home Buyout Program
Harris County Will Buy Your Home If It Floods Repeatedly
The Harris County Flood Control District runs a voluntary buyout program for homes that flood repeatedly, purchasing properties so owners can move to safer ground.
If your home has flooded multiple times, you may be able to sell it to the county at fair market value through HCFCD's voluntary buyout program. Once purchased, the county removes the structures and restores the land to open space. This lowers flood risk for nearby properties too.
The program is funded through a mix of federal and county money. It is voluntary — you are not forced to sell. After Hurricane Harvey in 2017, demand for buyouts increased significantly. To see if your property might qualify or to get on an interest list, visit hcfcd.org.
