City vs. County Jurisdiction

Where you live in Rockwall County — city, ETJ, or unincorporated — changes the rules

Rockwall County has several cities. Each city also has an ETJ — a strip just outside its border. Some city rules apply there even if you are not inside city limits.

Texas cities have an ETJ, short for Extraterritorial Jurisdiction. Think of it as a buffer strip right outside city limits. The city can set some building and land rules there. But it usually cannot charge you city taxes.

The City of Rockwall covers about 22.3 square miles. Its ETJ extends beyond that. Heath, Fate, Royse City, and McLendon-Chisholm each have their own limits and ETJs too.

If your land is outside all city limits and all ETJs, you are in unincorporated Rockwall County. County rules apply there instead of city rules.
