Building Near a Floodplain in Harris County Requires Permits

If you want to build, fill, or place structures in or near a floodplain in unincorporated Harris County, you must get a floodplain development permit.

Harris County's Office of the County Engineer manages floodplain permits for unincorporated areas. Any development in or near a Special Flood Hazard Area (SFHA) needs approval before work starts. This includes grading, fill, and building construction.

Working without a permit in a floodplain can lead to fines and may affect your ability to get flood insurance under the National Flood Insurance Program (NFIP). The County Engineer's office also manages plat approvals for new subdivisions. Contact them through harriscountytx.gov or visit oce.harriscountytx.gov.
