Building Near a Floodplain in Harris County Requires Permits

If you want to build, fill, or place structures in or near a floodplain in unincorporated Harris County, you must get a floodplain development permit.

Harris County's Office of the County Engineer manages floodplain permits for unincorporated areas. Any development in or near a Special Flood Hazard Area (SFHA) needs approval before work starts. This includes grading, fill, and building construction.

Working without a permit in a floodplain can lead to fines and may affect your ability to get flood insurance under the National Flood Insurance Program (NFIP).
