The Evergreen Underground Water Conservation District (EUWCD), created in 1965, regulates groundwater wells across all four counties.
Most new wells need a permit from the EUWCD before drilling starts. Domestic wells used by a single household may have different rules. The district also runs a free water quality testing program.
