MUD and PID districts add extra charges to your property tax bill

New subdivisions in Rockwall County often sit inside Municipal Utility Districts or Public Improvement Districts that add separate charges on top of your regular property taxes.

A Municipal Utility District (MUD) is a special taxing district created to pay for water, sewer, drainage, and sometimes roads in new developments. Developers use them to finance infrastructure that the city or county does not yet provide. If your home is in a MUD, you will see a separate MUD tax line on your property tax bill. The rate varies by district and decreases over time as bonds are paid off.

A Public Improvement District (PID) works differently. It is a city-created district that charges annual assessments for things like parks, landscaping, and roads. Unlike a MUD, a PID assessment can sometimes be paid off in full. Before buying a home in Rockwall County — especially in newer subdivisions near Fate, Heath, or Royse City — ask the seller which MUDs or PIDs apply. This information should appear in the title commitment.
