How Vehicle Registration Works in Harris County
Texas uses a combined inspection-and-registration system called Two Steps, One Sticker — and Harris County adds an emissions test requirement.
In Texas, you inspect first, then register. Pass your inspection, and the result is sent electronically to TxDMV. Then you renew your registration — online, by mail, or at the Harris County Tax Office. One sticker on your windshield shows both are current.
Harris County is in an emissions program area. As of January 1, 2025, Texas eliminated the annual safety inspection for non-commercial vehicles statewide. In Harris County, the only required inspection is the emissions test — there is no separate safety check. The Harris County Tax Office handles registration renewals. Many grocery stores and other locations also offer renewal services. Check txdmv.gov for a full list or to renew online.
