Waller County Vehicles Do Not Require an Emissions Test

If you register a vehicle in Waller County, you only need a safety inspection — no separate emissions test is required.

Texas uses a program called Two Steps, One Sticker. You get an inspection first, then register your vehicle. The sticker you receive covers both. In most of the Houston metro area — Harris, Fort Bend, Galveston, Brazoria, and Montgomery counties — a passing emissions test is required as part of the inspection.

Waller County is not on that list. You will still need a standard safety inspection. You can register your vehicle at the Waller County Tax Assessor-Collector's office or online. If you move to Waller County from a county that required emissions testing, you will notice the process is simpler here.
