Unincorporated Areas
Colonias: Unincorporated Communities Outside Laredo
Some communities in Webb County are outside city limits and lack basic services — knowing whether a property is in a colonia matters before you buy.
A colonia is a neighborhood that was laid out outside city limits, often without water, sewer, or paved roads. Many colonias are low-income areas near the border. Webb County has a history of colonias along the Rio Grande. In 1995, Webb County and Laredo signed an agreement to bring water and sewer to 15 colonias that were outside city limits.
If you are looking at rural or semi-rural property in Webb County, find out exactly where it stands. Is it inside city limits? Is it in a colonia? Is it just plain unincorporated land? The answer changes what services you will get, what rules you must follow, and what the property may be worth. The Texas Attorney General's office has clear definitions and information on colonia rules.
