Kent County is inside Texas Groundwater Management Area 6, known as GMA 6. As of the last review, no local groundwater conservation district appears to cover Kent County. That means state rules through TCEQ and TWDB apply instead of local district rules.
What is a groundwater conservation district? It is a local agency that can require a permit before you drill a well. If no district covers your land, you still must use a licensed driller. Your driller must file a State Well Report with TCEQ.
