Leon County has a groundwater district that oversees water wells

The Mid-East Texas Groundwater Conservation District covers Leon County and can require permits for new water wells.

Leon County is part of the Mid-East Texas Groundwater Conservation District. This district also covers Freestone and Madison counties. A groundwater district controls how water wells are built and used in its area. It can require a permit before you drill a new well. It can also set rules on how far apart wells must be and how much water each well can pump.

If you plan to drill a water well on rural land in Leon County, check with the district first. The main water source underground here is the Carrizo-Wilcox aquifer. It runs deep below the surface. The Texas Water Development Board tracks water in this aquifer and posts data on its website. For current permit rules and fees, contact the Mid-East Texas GCD directly. Also know that TCEQ — the state environmental agency — has its own statewide rules for drinking water well construction.
