Winkler County Has No Groundwater Conservation District

Unlike many Texas counties, Winkler County is not inside a groundwater conservation district, so there is no local agency overseeing well permits or pumping limits.

About two-thirds of Texas counties have a groundwater conservation district, or GCD. A GCD is a local agency that limits how much water people can pump from underground and may require a permit to drill a well. Winkler County does not have one.

Without a GCD, there are fewer local rules about drilling a water well here. There is also less local data on water levels, and no district office to call with questions.

State rules still apply. A licensed water well driller must file a well report with the Texas Department of Licensing and Regulation (TDLR) through the shared TWRSRS system within 30 days of finishing the well. The TWDB keeps old well records and water data you can search online.

Winkler County gets only about 13 inches of rain per year. Before you buy land or build here, it is worth checking aquifer depth and water quality. The TWDB website is a good place to start.
