Groundwater Rules

You need a permit before drilling a water well in Glasscock County

The Glasscock Groundwater Conservation District requires a permit for any new well drilled in the county.

All groundwater in Glasscock County is managed by the Glasscock Groundwater Conservation District (GGCD). The district covers Glasscock County and parts of a neighboring area — roughly 999 square miles. Before you drill a water well on any property here, you must get board approval. The district established this rule to protect the local water supply shared by farmers, ranchers, and oil and gas operations.

Submit a permit application with the required deposit by 4:00 PM the day before the monthly board meeting. The approval process can take up to 60 days. The district office is at 132 N. Main in Garden City. Call 432-354-2430 for current requirements. Note that the district stopped accepting Intent to Drill forms in 2018 — only formal permit applications are accepted now.
