A Groundwater District Regulates Wells Over the Ogallala Aquifer

All of Lamb County sits over the Ogallala Aquifer, and a state-authorized water district controls who can drill a well and how much they can pump.

The Ogallala is the main underground water source under Lamb County. It supplies irrigation and drinking water for much of the High Plains. The High Plains Underground Water Conservation District No. 1 (HPWD) manages this water in Lamb County. You need a permit from HPWD before drilling a new well.

The aquifer is slowly declining across the region. HPWD tracks usage and sets pumping rules. If you are buying land or a home that uses a private well, ask the seller about the well permit and current water levels. Visit the HPWD website for permit applications and their interactive map.
