Drilling a Water Well in Swisher County Requires a Permit

Swisher County sits over the Ogallala Aquifer, and a regional district controls how much water landowners can pump.

The High Plains Underground Water Conservation District No. 1 (HPWD) manages groundwater across Swisher County and surrounding Panhandle counties. The Ogallala Aquifer is the main source of water here. Farmers and residents depend on it heavily, and water levels have been dropping for decades.

If you plan to drill a well that can pump 17.5 gallons per minute or more, you must get a permit from HPWD first. The permit fee is $250 and is non-refundable. Non-exempt wells also follow a production limit set by the district. Check the HPWD website before you drill — rules and fees can change.
