You need a permit to install or replace a septic system

In unincorporated areas of Victoria County, homeowners must get a permit before installing or changing a septic system or on-site sewage facility.

Texas calls home septic systems On-Site Sewage Facilities, or OSSFs. If you are outside city limits, you almost certainly need a permit before you install, repair, or replace a system. The local authorized agent — which may be the county or the TCEQ regional office — handles the permit.
