You need a permit before installing a septic system in Angelina County

In Angelina County, you must get a permit before installing or repairing a septic system. ANRA handles that permitting process.

In unincorporated Angelina County, state law requires a permit for any septic system. The official term is on-site sewage facility, or OSSF. The Angelina and Neches River Authority (ANRA) is the authorized agent for the state agency TCEQ and runs the permit program in Angelina County.

You must have approval before you dig. Installing a septic system without a permit can mean fines and being required to remove the system.

As of May 2025, ANRA's permit fee for a single-family home was $435 — a $425 ANRA fee plus a $10 TCEQ fee. Texas allows several types of systems: conventional (septic tank with drain field), aerobic (mechanical treatment), and drip distribution for difficult soil or site conditions. Check with ANRA for current fees, since they can change.
