Navarro County vehicle registration requires a safety inspection — not emissions
Most vehicles registered in Navarro County need an annual safety inspection, but Navarro County is not among the Texas counties that require an emissions test.
Texas has a program called Two Steps, One Sticker. It combines a safety inspection and, in some counties, an emissions test into one annual visit. Navarro County is not on TCEQ's list of counties that require an emissions test.
The nearby DFW-area counties that do require emissions testing are Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, and Tarrant. Navarro County is not on that list.
You still must pass a safety inspection each year before you renew your vehicle registration. Some newer vehicles and some older ones may be exempt from parts of the inspection. Check the TCEQ or TxDMV websites to see what applies to your vehicle. County rules can change, so check the official source before your renewal.
