Commercial and multi-family (4+ unit) construction in unincorporated Bexar County needs a county building permit

There is no zoning in unincorporated Bexar County, but commercial, public, and residential construction with four or more units still needs a county building permit. All work must meet the 2021 International Code Series.

Outside city limits in Bexar County, some projects still need a county building permit. That includes new commercial, public, or residential buildings with four or more units. It also covers pre-built structures placed on a property, and major upgrades to existing buildings. Single-family homes follow different rules. Contact Bexar County Infrastructure Services before you start.

Bexar County uses the 2021 International Code Series as its building standard. Before you can get a building permit, you need one more thing. You must first get an Authorization to Issue Permit from Bexar County Public Works at 1948 Probandt St., San Antonio.

Your project may need other permits even if it skips the county building permit. A septic permit comes from Environmental Services. A driveway permit comes from TxDOT if you are on a state highway.
