Val Verde County Has No Groundwater Conservation District
Unlike many Texas counties, Val Verde County does not have a groundwater conservation district, which affects what rights you have over water under your land.
Many Texas counties have a groundwater conservation district. That is a local agency that sets rules on how much water you can pump from a well. Val Verde County does not have one. Without that agency, the Rule of Capture applies. Under this old legal rule, you can pump as much water as you want from under your land. You can do this even if it dries up a neighbor's well or harms a nearby river.
Val Verde County sits over the Edwards-Trinity aquifer. The Texas Water Development Board says this area is very vulnerable to drought.
