In Val Verde County, the Val Verde County Appraisal District sets the value of your property. That value is used to calculate your tax bill. The appraisal district is at 417 W. Cantu Rd. in Del Rio. You contact them to dispute your value or apply for exemptions.

A separate office, the Tax Assessor-Collector at 309 Mill St. in Del Rio, actually sends your bill and collects payment. These are two different offices with different roles.
