No zoning rules in unincorporated Bexar County
If your land is outside any city limits in Bexar County, the county has no zoning rules—but other rules still apply.
Bexar County does not zone land outside city limits. No county office controls what a neighbor builds or runs next door. That can feel like freedom. But it can also mean surprises.
Other rules still apply. Commercial buildings, buildings open to the public, and multi-family housing need a county building permit. Any home without a public sewer needs a septic permit. Subdivisions must meet county standards. If your land is inside San Antonio's Extraterritorial Jurisdiction (ETJ), the city can apply its own development rules—even though you are not inside the city.
