Rural Properties Need a Septic Permit Before Building
Outside of city sewer areas in Wichita County, homes need an on-site sewage facility permit, and the Wichita Falls Health District handles local permitting.
OSSF stands for on-site sewage facility—the official Texas term for a septic system. Texas requires a permit and approved design before you install, alter, or extend a septic system. The Wichita Falls Health District is the authorized local agent for this county, meaning they issue permits, conduct inspections, and handle complaints.
There is an exemption from formal permitting for some rural properties on 10 or more acres that meet all TCEQ design standards and setback rules. But you still need a licensed site evaluator to verify eligibility. If you are buying rural land, ask whether the existing system was properly permitted.
