Free Public Fishing on the Sabine River in Panola County
TPWD leases the Grand Bluff Boat Ramp on the Sabine River near Carthage, giving the public free access to launch a boat or fish from the bank.
The Grand Bluff Boat Ramp sits on the west bank of the Sabine River off FM 1794, near Carthage. Texas Parks and Wildlife Department (TPWD) manages this leased access site. There is no fee to use it. The ramp is open from 30 minutes before sunrise to 30 minutes after sunset.
You can launch motorized boats, canoes, and kayaks, or just fish from the bank. The spring white bass spawning run is a popular event. Blue catfish and channel catfish are also common here. You still need a valid Texas fishing license. Parking is limited to designated areas, and you must pack out your trash.
