About half of Texas counties have a groundwater conservation district (GCD). Wheeler County is one of them. It falls under the Panhandle Groundwater Conservation District, based in White Deer, Texas. That district requires a drilling permit before you sink a new well.
This matters if you are buying rural land or building outside city water service. Contact the Panhandle GCD before you hire a driller to learn current permit fees, setback rules, and any spacing requirements. Your driller also must file a State Well Report with Texas after the job is done.
