Kaufman County has no groundwater conservation district — state rules apply to water wells
There is no local groundwater conservation district in Kaufman County, so your water well is governed by state rules and must be drilled by a licensed driller who files a report with TCEQ.
Many Texas counties have a Groundwater Conservation District (GCD). A GCD is a local agency that sets rules for water wells — things like spacing, permits, and how much water you can pump. Kaufman County does not appear to have an active GCD. That means state rules under the Texas Water Code apply instead. Any water well must be drilled by a licensed driller. The driller must file a well completion report with TCEQ within 60 days of finishing the job.
Wells must also stay a set distance away from septic systems, fuel storage, and other contamination sources. If you are buying rural property with a well, ask to see the original well report and get a water quality test. The TCEQ website has a well database you can search by location.
