New Wells Need a Permit from the Groundwater District

Before drilling a new water well in Lubbock County, you must get a permit from the High Plains Underground Water Conservation District.

The High Plains Underground Water Conservation District No. 1 (HPWD) regulates water wells in Lubbock County. You need a permit before drilling a new well. Existing wells must also be registered with the district.

The HPWD office is at 2930 Avenue Q in Lubbock. They offer well permitting guidance, a water well yield calculator, and information on domestic well care. Contact them before you buy rural property if you plan to rely on a private well — depth and yield matter a lot on the High Plains.
