Windstorm Insurance

Refugio County is in the TWIA windstorm insurance zone

Because Refugio County is a first-tier coastal county, homeowners who cannot get windstorm coverage from a private insurer may be able to get it through TWIA.

Refugio County is one of 14 Texas coastal counties in the TWIA designated area. TWIA stands for Texas Windstorm Insurance Association. It is a state-backed insurer of last resort for wind and hail damage. You must first be turned down by at least one private insurer before you can apply.

There is an important catch: your home must have a WPI-8 certificate. That is a document from the Texas Department of Insurance showing your home was built to the windstorm building code. Older or altered homes that lack this certificate may not qualify without an inspection. If your property is also in a coastal flood zone, you may also need flood insurance through the National Flood Insurance Program. Check TWIA's website for current requirements before you buy or build.
