A groundwater district regulates water wells across Refugio County
The Refugio Groundwater Conservation District covers the whole county and has rules for drilling and pumping from wells.
All of Refugio County falls within the Refugio Groundwater Conservation District. This district manages the underground water supply for the county. If you plan to drill a new well or change an existing one, the district may require a permit. Rules can cover how deep you drill, how close a well can be to a property line, and how much water you can pump.
The main aquifers beneath the county are the Chicot and Evangeline, both part of the Gulf Coast Aquifer system. The Chicot is found across the entire county near the surface. The Evangeline lies deeper and is under pressure (confined). Groundwater is a key source of water for homes and farms here. Contact the district before drilling to confirm current permit rules.
