Private water wells in Texas may need to be registered with a groundwater district

If a groundwater conservation district covers your land in Midland County, you may need a permit before drilling a new water well.

A groundwater conservation district is a local government body. Its job is to regulate water wells — things like how far apart wells must be spaced and how much water can be pumped. If your land falls inside one of these districts, you must follow their rules and get a permit before drilling a new well. Each district sets its own fees and requirements.

The Texas Water Development Board (TWDB) tracks which districts cover which areas of the state. To find out if a district covers your land, check twdb.texas.gov/groundwater/conservation_districts or contact the TWDB directly.

Oil and gas operators also have a separate rule. Before drilling, they must file a Water Board Letter that identifies freshwater zones in the area. This helps protect drinking water aquifers from drilling activity.
