Water Wells
Drilling a water well in Culberson County requires a permit
The Culberson County Groundwater Conservation District regulates new wells, so you need to contact them before drilling.
Culberson County is dry desert country. Most rural properties depend on groundwater — water stored underground in aquifers. The main source here is the Capitan Reef Complex Aquifer. It is a large rock formation that holds water beneath the mountains.
State law created the Culberson County Groundwater Conservation District to protect that water supply. Before you drill a new well, you generally must get a permit from the district. The district is listed as a taxing unit on your property tax bill. That means it is an official government body with real authority over water use in the county.
If you plan to buy rural land and rely on a private well, contact the district first. The Texas Water Development Board keeps records about this district and local aquifer conditions. Check those records before you commit to a purchase.
